CGFNS International Standards for Professional Nurses Program in the People’s Republic of China
The HHRDC-CGFNS-ISPN Program has been developed through a joint effort between The HHRDC in the People’s Republic of China and CGFNS International in the United States. It includes administration of the CGFNS Qualifying Exam® for first-level, general nurses in China as a way to strengthen nursing education and practice in China.

The program consists of two components: an initial status verification of first-level, general nurses followed by the CGFNS Qualifying Exam® to assess nursing knowledge.

About the HHRDC
The Health Human Resources Development Center of the Ministry of Health (referred to as The HHRDC) was established in December 1998 with the approval and support from the Office of Central Institutional Organization Commission. Since its establishment, the HHRDC has devoted all its efforts to the development and management of human resources for health under the direct leadership of the Ministry of Health, People’s Republic of China.
The HHRDC has formed its enterprise culture: “To be a good person, to do good things and to make great achievements!” By firmly holding on to its beliefs of a people-foremost philosophy, future orientation, inspired innovation and pursuit of excellence, the HHRDC has become a well-organized, highly recognized and professional institution. The long-term development goal of the HHRDC is to be one of the best centers for the development of human resources of health systems in both the domestic and the international arena. Therefore, according to the requirements of the Ministry of Health of China, the HHRDC provides a full range of high-quality human resource services to health systems and health care institutions.
To support its current development goal — which is to strengthen the development of human resources for health in China — the HHRDC has established five core service systems, namely human resource social services, health professional assessment/evaluation, training, international cooperation/health research and consultation on the management of human resources. In addition, the HHRDC has a national journal, China Health Human Resources, and manages a comprehensive website. Through this research the HHRDC has created an effective organizational network on human resources for health, both in China and overseas.
